Our local transformation plan to improve services - 2015 to 2020
Between September 2014 and June 2015 Milton Keynes Clinical Commissioning Group (CCG) in partnership with Milton Keynes Council (MKC) undertook a significant review of mental health and emotional wellbeing services in Milton Keynes for children and young people. This review took in views from a range of organisations and stakeholders, as well as feedback from over 320 young people, carers and parents. The review also compared the current services against regional and national standards.
The review covered a catchment population of 64,200 of 0-19 year olds and looked at the support provided to children, young people and their families with a wide range of mental health and emotional needs. This ranged from those who need simple advice and guidance to those who need more long term intensive care. The findings of the local review were very much the same as the national review which took place within a similar time frame.

Children and Young People's Mental Health & Emotional Wellbeing Review
A number of key priority themes were identified as areas for a refocus or redesign of the current service and these form the initial priorities for the local transformation plan. Over the next few years the CCG and the council will be working together on these priority areas to improve access and delivery for children, young people and their families.
The nine initial priority areas are:
1. Reduce the waiting times for the eating disorder service
2. Provide better care for children and young people with complex and challenging behaviour
3. Provide better support & care for children who have a mental health crisis and need urgent care, supporting them whilst in hospital and/or at home
4. Provide psychological support for children and young people with special needs
5. Provide training and guidance to give more people the skills and confidence to support children and young people they work with suffering from emotional difficulties
6. Provide better access to specialist mental health care for children and young people
7. Provide better care for mothers suffering poor emotional health around the time their baby is born
8. Improve care for young people who have received care outside of Milton Keynes and are now being transferred back to Milton Keynes, ensuring they have the right support locally
9. Provide early help for those suffering from psychosis
Workforce Strategy
In Milton Keynes, it has been recognised that there is a need to change the way in which mental health services for children and young people are delivered to deal with increasing demand and complexity of individual needs. It is acknowledged that services will need to transform the ways in which they are organised and delivered so that children and young people are offered the right interventions by the right people, with the right skills at the right time and in the right location. In line with this, there has been a steady and consistent pace of change through implementing the recommendations in Future in Mind (2015) and the local pathway review. The Milton Keynes Children & Young People's Mental Health & Wellbeing Local Transformation Plan (LTP) for 2015-2020 was approved by Milton Keynes Health and Wellbeing Board in November 2015.
This workforce strategy supports the delivery of the LTP. It’s overarching principle is that each of the organisations working with children and young people needs to work together to make certain that the whole workforce is
• ambitious for every child and young person to achieve goals that are meaningful and achievable to them
• excellent in their practice and able to deliver the best evidenced care
• committed to partnership and collaborative working
• respected and valued as a professional
Providers and commissioners need to think creatively about the workforce and about how they can work differently in the future. The workforce strategy is intended to support all those working in Children and Young People’s Mental Health and Emotional Wellbeing Services in the workforce planning and development required to meet the new vision and priorities.
